Currently, IntelliJ IDEA does not support TFS shelves, because it uses it's own shelving engine that works across different VCSs. Feel free to submit a feature request.

I have entered a feature request on this. I hope that IDEA decides to add support for TFS Shelf sets, as our company uses these a lot.
There are used for Code Collaborator and to facilitate sharing code sets with each other.
