Feature Request - Enable/disable toggle for individual plugins

Here's a potential feature request, what do people think?

The ability to enable/disable a plugin without actually having to uninstall it. It would be really handy if I could enable it only when I need it. Uninstalling a plugin is inconvenient, as I loose all my plugin specific custom settings.

For example, I really like the PropertiesEditor plugin, but, don't want it enabled and scanning my property files each time I start IDEA ]]>

Another example would be the PsiViewer. It's really useful, but I don't
want to see it all the time since 99% of my projects are not plugins.
