Order of tabs in run/debug configuration

Has anyone besides me been confused by the fact that the order of the tabs in the run/debug configuration dialog (labeled "Application", "Plugin", "Remote", "Tomcat Server" etc.) appears to be random and even changes unpredictably during a single IDEA session (see attachments)?
Is there a tracker entry regarding this? (I could not find one.)
