3117: Plugins not recognized

I downloaded and installed build 3117 to a fresh location, copying my settings from my 3103 install.

The setup did copy my installed plugins to /config/plugins, but when starting IDEA, apparently none of the plugins there was recognized. Only after shutting down and copying the files to ]]>/plugins, everything worked again.

Anything in the configuration that I should have done? Or is this a bug? (In the latter case, I'll enter a tracker entry.)
