Browser not opened on Run/Debug action

I'm using IDEA 9.0.3 and have a web application with a Run/Debug configuration to deploy to Tomcat.  I have the "Start browser" checkbox checked in the "Open browser" section and have a valid startup page set.  When I Run/Debug this application, the browser window never opens; I have to open it manually every time.  In Settings, I have tried using both the system default browser and setting the absolute path to the browser exe...nothing works.

Is there some other setting/configuration I need to do or is this just broken?
