Default live templates from a plugin come back when I delete them

As installed, IDEA comes with various live templates, including some from the CFML plugin, which I'm using. When I delete some of the factory ones, they come back again after I restart IDEA.

Why is this? Is it a bug or a known behavior of IDEA, or of all plugins? Is there a way to permanently delete live templates that ship with a plugin?

I can confirm having the same problem. I've also tried disabling them (as opposed to Remove), but they're always right back there, enabled, after an IDEA restart.
