ClassNotFoundException: com.intellij.ide.plugins.PluginManager

Hi all,

I've checked out the Intellij 9.0.2 community source and have checked out and compiled the source successfully using the plugin development instructions.  When I try and debug the compiled idea I receive the following exception during loading.  Reviewing previous postings on the same issue do seems to solve my error since the release version of IJ 9.0.2 is working perfectly.  I am running IJ under Vista as administrator, but I am also seeing the same exception under XP.

Any suggestsion of what to try?

Further debugging is showing that ClassPath.getLoader(url) is treating directory class paths as a JarLoader instead of FileLoader.  Calls to File.isDirectory() are returning false for directory class paths.  Since the release IJ is running as administrator I'd expect the spawned IJ for debugging to be as well, but i'm still trying to rule out file access issues.
