JavaScript plugin disabled error - but no JS plugin available?

Is the JavaScript plugin available for the Community Edition? I tried
to install the Inspection-JS plugin, but received the error "...won't
be able to load because required plugin 'JavaScript' is disabled."

There is no plugin named JavaScript in either the installed or
available tabs of the plugin settings pane. I have not knowingly
disabled it - this is a clean install. I'm doing quite a bit of JS
development, and having that available is fairly important...
