PluginManager in broken in 2051?

And this install PropertyPlugin as ZIPed directory... It unpack it into
plugin folder from single jar...

The plugin Manager is putting the plugins into HOME_DIR\.IntelliJIdea\system\plugins. I just move them to the INTELLIJ_INSTALL_DIR\plugins and they seem to work again.
