Compiler and pre-parser inconsistency

IntelliJ Verison  94.426 has a strange habit. 

My code compiles and runs without problem.  However, the IDE keeps
popping up and asking me what package various elements belong to.

Further, it sometimes shows underline wiggly red lines, as if it
detect syntax error, but the compiler compiles happily.

I think it is somehow failing to notice that problems have been
corrected.

This happens in particular if there is a problem with a package
statement that is later corrected.
