new wording for tips dialog

Oh and it should be wellcome to theintellij productivity guide

I like the suggested wording better too. I think it's more clear.

These tips will be shown while the start up process is going on.

The passive voice and "...is going on" feel a bit awkward to me. How about something like "IDEA will display these tips during start-up." instead?

BTW, I would find it better, if IDEA would not close the dialog, when it
detected, that the user reads the content, e.g. because (s)he clicked
one of the buttons.
