What happened to control clicking on fully qualified Java class names in XML files to navigate to them in the editor?

What happened to control clicking on fully qualified Java class names in XML files to navigate to them in the editor?  This worked great in IntelliJ 8, but it no longer works in 9.0.1.  Also, the global unused symbol inspection reports that classes that are only referenced in XML files are unused.  What's the deal?
