Blame <blah> is greyed out for non core

Is there a reason why when Idea Core causes an exception, the Blame Idea Core button is enabled but if any other plugin causes an exception then the Blame <plugin> is not? Reporting this sort if issue becomes quite cumbersome if you have to copy-paste stack trace into a new issue.
