can't open sources belonging to libraries

Once upon a time, in IDEA I could define libraries that had only sources.
They were sources for jars that were included in the project classpath.
An attempt to navigate to one of those classes, the source from the
library was opened.

(examples of why this is useful to me : I used to browse the many sun
sources licensed separately from the binary product, eg the JDK sources,
javax stuff etc).

This is not possible now - eg IDEA now opens a decompiled stub in the
editor.

is this a bug or a limitation of the new project/module/library design ??

Bug.

FWIW, this was broken in some 8xx/9xx .versions, but it has been
working here for some time now.

Not a bug. You may consider it as a limitation. In fact when you browse
sources in such way you use library concept in non-intended way. If you do
not have classes of some code it cannot be a library for your project since
your project cannot be compiled or run with it (that is, your project cannot
use it!). Why don't you simply create a small project adding these sources
into it and browsing them there?
