Local history should remember deleted files

I would prefer that Local history still remember files that have been deleted at least for the period that it's set for.

Right now it looks like local history only is keep for files that still exist and so when a file is deleted it's local history is also purged.

I think that's wrong when you consider how Local History is used.

I've been there! However, it's not nearly as bad as you think. The history remains, you just have to get at it.

To do that you need only recreate the deleted file (containing anything or nothing), open that file in IDEA and then access its Local History via the Project viewer's context menu for the recreated file's entry (the Local History sub-menu is about two thirds of the way down the pop-up menu).

Huh?
For me Local HIstory works for deleted files, too.
For example create a file foo.txt in the src folder.
Delete the file.
Right click on the "src" node in the project tree and select "Local History".
You'll see the file deleteion and can recover the file.

What is your scenario?

Where were you when I ask this??

When I look back at what I wrote I see that now I'm apparently just confabulating the part about having some version / stub of the lost file to get at its IDEA local history.
