New libraries screen. Please make Global Libraries part LARGE!!

I have a very extensive list of Global libraries I share across many
projects. In prior build they took major part of the screen and were very
easy to select. Now most of the screen's taken by module libraries section
which normally would not need to be so large

I propose to re-arrange the screen skightly - make Global to take large part
of the screen and Module and Project Libraries to share the rest of it

I second that proposal. My personal preference would be to have the layout
like the first one as suggested except with the priority starting from
global. So the global would go on the left, then project on top, then
module on bottom. 9 times out of 10, this is how I work.

A couple of usability features here as well. Something I've wanted since
3.x was the ability to start typing the first few letters of a lib so the
list box selection would jump to it just like a help index. Also it'd be
nice to have those in a dragable splitpane so they could be resized.

I on the other hand have no use for Global libraries. All my libraries
are module libraries which reference JARs in directories under source
control for the project. It's neater that way because one can check out
the project and you're ready to go, no need to futz around getting the
correct versions of libraries installed on your machine.

So, I would prefer that Global libraries are not larger than the others
but that the layout be made persistently resizeable so that everone can
use their own preferred layout.
