SourceSafe | Mark Project as Current

What exactly does this option on the menu bar do?

It seems to relate to the changebars displayed on the editor - selecting this option seems to reset them.

However, what does this directly have to do with VSS? Isn't it more general than that?

It marks all files and directories as current (it makes sense if you know
that all files are synchronized with source safe, e.g. after external
synchronization)

I think I understand what it does, and it seems pretty useful.

My real question is, why is it on the SourceSafe menu? Does that mean it only applies if you're using SourceSafe?

For example, if you're doing a small bit of work for which you're only using the Local History, "Mark Project as Current" still seems like a useful option.

Well, local history does not use "up-to-date" attribute, it used in order to
show file status or in order to find changes from the last check in, but
these actions make sense for version control only.
