One option you do have, is to go into IDE Settings | General and uncheck the "Reopen last project on startup" option. This way, at least, when you open IDEA, if you want to go to a different project, you don't have to wait for the scan to finish before you select the other project. (Of course the downside is you now have the extra step of opening a project each time.)

The scanning, while on the surface may seem like an annoying thing, is a necessary evil to allow IDEA to perform faster in the long run, and to provide many of its highly coveted features. (There has been some discussion in the past to get IDEA to do this in the background. Do a search and you may find a JIRA feature request you can vote for.) Typically though, when opening a previously opened project, this doesn't take too long unless the cache has been deleted, or a lot has changed in the source directories or libraries. You may just want to check that that's not happening.
