Create Constant intention missing?

Hi,

I see that this SCR: http://www.intellij.net/tracker/idea/viewSCR?publicId=5673
is marked as fixed and it was announced for build #887 as "Quickfix for creating
constant from unknown usage". Unfortunately, this doesn't seem to work for me.

With code like

class Test {
void foo() {
int bar = Test.BAR;
}
}

I don't get an intention to create a constant. Did I miss something or did this feature
get lost somewhere?
