Project dependency on another project

Will there be a way to make one project dependent on another project
such that specifying the project dependency will automatically reference
all the Libraries and the code of the core project in the dependent project?

Yes, this will be possible with modules support. (The small correction is
that module does not expose it libraries to dependent modules. You should
explicitly specify them for each module. Although this can be easily changed
and is discussible.)

I suspect I'll want to be able to piggyback off the libraries as well,
but I'll wait to take a look at the module support when the UI for it is
out, then will want to discuss it depending on what I see.
