What happened to to fetch external resource intention?

I use 896. As I remember, in earlier Idea versions, (3.0.x in particular)
when I opened the xml file, which referred to unknown DTD, a lightbulb
appeared
allowing to download this DTD to the extResources directory in Idea system
directory.

But in 896 this feature does not exist/is switched off.
Is it bug or expected behavior?
