Why Local VCS steps/errors when Local VCS is disabled?

I am on Build 876, but I have noticed this for a while.

Why are there two steps that take some good amount of time on my
project when Local VCS is disabled for the project?
"Initializing Local VCS"
"Synchronizing Local VCS"

At the "Synchronizing..." step, I can see it walking through all the
directories in my project.

Is this a bug? Or is there something I'm not aware of going on?

I have also been running into a few stack traces/internal errors, where
the stack trace refers to classes in the localVcs package, even though
it, again, is not enabled.

Here is what is in my .iml file:

Any guesses? Anyone else seeing this?

It's normal (don't worry). The issue with text in the progress will be
resolved.
