816: Cannot associate library javadoc to URL

I posted this for #815 as well: The new library interface doesn't have the option to associate the javadoc for a library with a URL, as the stable 3.0x release does. I don't know if many people do this, but we have the javadoc for most of our libraries on an accessible web server so we can view it even when we're not in IDEA -- which isn't often :)
