That doesn't work either. I have the plugin installed and I am running a debug session in Webstorm. Chrome only shows HTML changes, not changes in Javascript or CSS. I would like the browser to reload after updating JS / CSS.

I use Webstorm 2016.1 and the latest chrome plugin. It seems to work erratically. HTML always works. CSS sometimes works. Javascript changes do not work :) My log says the following:

16:31:25 S4Debug: 1 script reloaded
16:31:26 S4Debug: 1 script reloaded
16:31:28 S4Debug: 1 script reloaded
16:31:41 S4Debug: 1 script reloaded
16:31:46 S4Debug: 1 script reloaded

But the script is not reloaded.

Hmm... Actually not each and every change in javascript code is supposed to result in immediate page update when using Live Edit: changes in javascript embedded in HTML always cause page reloading, so the result of editing embedded javascript is instant; whereas changes in 'external' javascript (stored in .js files linked to HTML with <script src="">) are hotswapped - just as for HTML and CSS. But, though new code is loaded to the browser instantly, the results of the change will be visible only when you do something to trigger this new code. For example if you change the onClick handler and write new text in alert, you will see the new text after the click without reloading the page. Same for functions triggered by timer, for example. But if the JS code is executed only on page load (and not on certain event), you have to manually reload the page to see the results - live edit doesn't force new code execution

Is there a way to force the browser to refresh the page automatically, after an external .js file has saved changes?

no, there is no way to do this...
