Adding a file to CVS

The old CVS integration code allowed me to mark a file for addition, however the only option I can find for a new file is Add To Repository which commits too. Should Add To Repository no just mark it for Addition?

I know that if I create the files in IntelliJ it does the right thing, however I often create (or copy) a file outside IntelliJ and would really like to be able to add it.
