What do you mean by adding framework to JS? To get simple completion/type navigation working, it's normally enough to set up the corresponding javascript libraries (http://blog.jetbrains.com/webstorm/2014/07/how-webstorm-works-completion-for-javascript-libraries/). If a special treatment is needed, you have a develop a plugin

When I start new project I can choose:
Express.js, Meteor as Node.js engines.
It would be nice to add there Total.js
When I start the project, this can load the enviroment and base skeleton.

I see. There are no project templates for total.js, please feel free to file a request for adding it to youtrack.
Note that you can download an empty project stub from https://github.com/totaljs/framework/releases, unpack it to desired folder and then open this folder as WebStorm project via File/Open
