Outbound UDP network communication is being attempted

Application: idea.exe
Local service: port 9876
Remote address: 230.0.0.3

I did not find anything about this in the Licence Agreement. What does IDEA
try to check? I blocked this call permanently. Will my copy remain in
working condition?

If I'm not mistaken - this is Idea checking the local network for multiple
instances of Idea using the same license...

What made you realize there was some UDP port activity from IDEA ?

(Port sniffer, Firewall/Anti virus Protection Software, or some kind of program that hooks onto an executable and monitors registry/File System/Port activity) ?

Is there any other kind of background networking activity (spyware-like) in IDEA ?

I need to know if IDEA opens network ports for very important security issues.

Personally, it shows up on my software firewall (Kerio). Other than this
licensing packet and the usual network access (e.g. cvs) IDEA also 'phones
home' to check for newer versions on port 80... haven't sniffed what it's
sending, but if you're worried about security it's pretty simple to block
any unwanted internet access using a good free software firewall.
