How to create a file which doesn't have an extension?

Hi!

I don't need to create this kind of files righ now, but maybe in the future. For example, I created new type of file - call it "config" and registered blank extension. Now I'm able to open these files in the editor. But nevertheless I'm not able to create files without an extension. Why is it so? Should I submit feature request? What do you think?
