Well I don't think they have set up a fixed release date in their mind. They are very busy in debugging and straightening up Idea 3.0. And after they get all those bugs removed, they will spend considerable time in performance tuning. I am guessing another 1 or 1 1/2 months.
Well according to what I heard, the Jetbrain guys have already feature freezed their product. So what ever features that u see in the latest build are the final features for 3.0. Yes, as the Jetbrain guys are adding a few features here and there, but these are actually very minor features that are a requirements for the project.
Right now they are going through debugging phrase which is one of the most time consuming phrase. So i guess it may be ready to be released in about 2 months. But I am not sure.
I believe, release dates do more harm than making sense, because under pressure developers make significantly more errors. So let's wait a little bit and let them do their (good) job in fixing bugs and making the release round.

according to some posts from JetBrains last week, the final release in due in a week or so.
When will 3.0 be considered at least feature-complete?

Well there are lots of bugs to be fixed... so fixing up a appropriate
release date for IDEA 3.0 is unpredictable.
