Ok... managed to resolve it ...For those have this problem .. .the solution is here .

I finally understand why the message is happening and I believe that Intellij will be better to include it into the help file... I learn it by the hard way.... Guess most people who are pretty new to Intellij and Tomcat will face this problem 80%...

Ok when U install Tomcat binary, it offer to run the tomcat service using localhost:8080 .... So here the trick ...when Intellij is startup and Tomcat configured... The tomcat inside intellij startup another tomcat service at default localhost:8080. Thus two tomcat service startup trying to use the same host and port which represent conflict hence the message will appear... I still figure out how to configure tomcat in intellij to use alternate port ??....

To debug the Jsp file, open up the web browser, and reload it ... and if the Jsp file is changed while the tomcat service is still running, Rightclick on the jsp file and select Package File... and then reload the browser, the new change will appear .....

I use ACtive Window Manager to make the browser always stay on top so easily to debug....
