Webstorm 8.0.1 Terminal doesn't work (Win XP)

When I open the Terminal, I get a blank panel with "Terminal" above but no +/x button and no tabs.   The Terminal plugin is enabled, it just doesn't seem to work.  Help would be appreciated.
