External Tool Location

I used to be able to put .xml files in the config/tools directory, and automatically have IntelliJ read those files and create the External Tool entries.

However, it seems with IntelliJ that this is not working for me. The only way I can create defninitions is to go through the UI. In addition, it is not updating the existing files in this directory.

Was this changed deliberatly? Where are the external toold definitions stored now?
