Error when trying to download locally stored version of file Follow

I'm haveing the same issue posted here: http://youtrack.jetbrains.com/issue/WEB-10860

I can download: https://oss.maxcdn.com/libs/html5shiv/3.7.0/html5shiv.js

but not: https://oss.maxcdn.com/libs/respond.js/1.4.2/respond.min.js

even though they both exist on the same server.

Is there a workaround to getting PHPStorm to recognize the file for download?
