I have the same problem when trying to use 'external tools'. It is really strange - IntelliJ says that it cannot start process because directory C:\IntelliJ-IDEA-4.5\bin does not exists. But it does exists - actually it where IntelliJ is installed...
I haven't found any information regarding this problem. Has anyone seen it before?

Its not just WIndows. I'm having a problem with OSX where IntelliJ isn't even finding the javac compiler.
