Tomcat plugin under Windows 98SE

Hi!
I can not use Tomcat plugin under Windows 98SE.
Idea v4.5 build #2233; Tomcat v5.0.26
Settings =>
IDE =>
Appilication Server =>
Add =>
Tomcat Server
opens a blank screen and then halts the Idea complitely.
More precisely, Idea opens a screen, that just blinks, and opens another screen, that stays. But Idea stops respond to system and even not redraw it's creen any more, so I am unable to determine, what exactly happens.

The same sequence works fine under Windows 2k
Tomcat works fine alone. Idea works fine without Tomcat.
If I copy Idea settings from Win2k, If I remove
]]>...
node from config\OPTIONS\other.xml, all works fine (except Tomcat, of course). If I keep the w2k settings, when Idea starts to load the project, it stops right after and then keeps blank screen, stops to respond.

The system with win98 can not be upgraded to win 2k, so, please help me - any ideas.

There are no window, in which Idea displays anything and responds to anything. It just freezes. It somehow responds to system (i was wrong in my previous message), it is listed in process list not as 'not responding', but it neither redraws any of its windows, nor responds to any key, also ignoring ]]> and 'X' in upper right corner.
When Idea loading with Tomcat as application server, it also stops at the very first screen, just after logo, not even attempting to scan project files.
I found workeround, I hope it helps:
If I rename/remove 'command.com' in c:\windows (not touching that one in c:\), all works perfectly - Idea starts, Tomcat server can be detected and so on. If later I rename it back, nothing strange happend (I have to rename it to be able start Tomcat from Idea later when debugging).
If c:\windows\command.com is available at time of startup, all fails again as described above. I assume, a process is being started and fails, but Idea waits for it result indefinetly.
So a workaround, if ever someone will encounter the same.
I start a batch file with something like below instead of Idea.exe:

\idea.exe

ren c:\windows\command.! command.com
]]>
