plugin location in 4.5

Is there some setting in 4.5 to say if plugins should be
installed in config dir or in IDEA install dir?

The JetBrains written plugins go in the install directory, the plugins
that you can download go into config/plugin (or something similar).
This way you do not lose your plugins when you install a new build.

Yeah, though I guess if someone wants to share the plugin among users,
you have to manually move it to the install dir, or just have each user
separately download it, which would be harder.

It's pretty simple to use the download manager. You can still manually
share. They would just copy it into the config/plugin directory,
instead of the install directory.
