Path Variable usage in External Tools Program field

I have been trying to grasp where Path Variables are used to determine their effective usefulness. I have set some Path Variables. I don't see a way to use them in External Tools. I have tried inserting $]]>, but that produces errors in finding the External Tool. I also just used the real path that an existing Path Variable equates to, and the resulting XML file did not include the Path Variable. Anyone have any documentation on where exactly these are used? I would like to use them for External Tools, JDK Libraries and Project Paths.

I have posted this Request 1 month ago, someone from Jetbrains people
