How to define libraries used by all modules in one step

I wasn't able to figure this out ...

I have project which consists of multiple modules and for all of them I have to repeat the same drill of selecting pretty much the same libraries in the Module Settings dialog.

Am I missing something here ?
Is there any way to define common libraries for the whole project (i.e. all modules defined) ?

How many modules do you have in the project? The "Used Project
Libraries" doesn't work for you with the Include All button? How would
you suggest the design be improved?

Probably this will help, but I will have to duplicate all my "Global" libraries - which seems like redundant step.

Why cannot Global library be a Project library ? Or become a Project library. As a part of project import IDEA harvested all my previous libraries into the Global pool and now I have to duplicate it -- which seems like an extra step.
