tomcat\work\_scratchdir is unusable

I am running build 676 and tomcat 4.0.3 on a Windows 2000 box. My tomcat web-app functions correctly when I start it up normally. But when I either run or debug my web-app in IDEA, everything in my run window appears to start-up correctly, however I am unable to reach my server. I find that IDEA has created a snapshot of my appserver and some autogenerated conf and log files in C:\Documents and Settings\Administrator\.IntelliJIdea\system\tomcat_MYAPP_cf0e8c8f (why the hex number after the appname?).

Yes, you have some control: the system directory is a directory where IDEA
stores its temp data and cache files. The location of the directory is
configurable: please modify your lax file (or a startup script - depending
on what distribution you are using) the property "idea.system.path" to point
on any other directory.
Also please try Tomcat 4.0.6 - there were no problems in running it with
similar scratch dir.
