set php home for every time and for every project

Hi I have noticed that php home settings is not common across all projects and on some projects i have to set php home path multiple times.
is it a bug or am i doing something wrong

yesterday i started work on project which i had not touch in 2 weeks and got many warnings that class is not found etc. while thinking about why it is happening i went to settings->php and found that php home was empty so i have to setup php home again and click on update include paths.

is it the way it is suppose to work?

why i can't set php home across all projects in one go?

thanks
