Resource Bundle Editor

I am trying to bring up the Resource Bundle Editor to edit a ResourceBundle for a PHP application. The doumentation says I can find such an editor: http://www.jetbrains.com/phpstorm/webhelp/resource-bundle-editor.html

However, after looking through the program and everwhere, I still can't find it. Could someone point out where I can open up thie dialogue?
