How to change appearance of "scope lines"? Undocumented?

Hello guys,

I love PHPStorm and its wealth of useful features, but there is one little thing that has always annoyed everytime I switch to a dark theme:

PHPStorm displays what I'd call "scope line" -- a 1px horizonal line that is drawn before every class and method/function signature.
Whereas this is a helpful feature as larger classes and method bodies become, it's annoying that one cannot change its color.
I spent nearly 2h dissecting every single Code/Editor setting that can be styled (Settings > Editor > Colors+Fonts) but I haven't found one that reflects to the scope lines.
I use dark color schemes at night because they are calm for my eyes but the bright gray color of the scope line hurts.

Please tell me where/how I can change the scope lines' color or -- when not possible yet -- if chances are good that this feature will be added to one of your next releases.

Aaaargh!! I already changed that ... but without closing the Settings dialog. And that was the problem. I tested all changes by hitting "Apply".

I never even noticed that. It's awesome....except...it doesn't work. I only get a line before the class, not before the methods:
