Problems downloading PhpStorm

It seems like there's something going wrong when downloading PhpStorm. It is happening to me since PhpStorm was still called WebIDE.

At the end of the download it stops and hangs at 99%. Firefox is then breaking off the download and reports a failure. Downloading with wget (cygwin on Windows 7) does getting the job done, albeit with a few minutes of waiting at 99%.

No idea. It happens sometimes, for some users. Then suddenly ends w/o any actions from our side.

I'm IT Director of JetBrains and I'm investigating your problem now.
Could you download a console program from here (this is LimeLight Network company who provides our downloads):

and run it on computer where you had these problems, please ?
It will help our provider to find the problem.

Thanks for your reaction. I've downloaded and executed the program on the computers (work and home) where I had the problems. Hope it helps :)

Unfortunately our provider doesn't found any problem yet.
Can these problems be caused your Internet provider or maybe your network equipment ? Are they different for your home and office ?

Both networks at home and at my office are completely different:

home: cable modem connection with Conceptronics router
office: ADSL business connection with Windows Server router

Both systems are running Windows 7, with NOD32. For a moment I thought it was NOD32 throwing in the delays. So I disabled it and tried again:

So much for that theory... :(

I tried downloading it from a Conceptronic CH3SNAS (small Linux distro) and it gave no error at home and at the office. So it seems the problem is somewhere in Windows.
