Environment suggestions appreciated

I have a Linux webserver and I purchased Rubymine to develop Rails applications on my local Windows computer.

My question is what would be the best method to do this?  I plan on using Rails and MySQL for my data driven web apps on the Linux server, so what is the best way to set up my local Windows computer for development?  Should I just set it up as an windows apache server, with ruby, rails, MySQL etc.  OR should I try and set up a Virtual Machine such as Vagrant, Docker, etc. 

 

What is the best way to approach this?

What I found is that the learning curve on using Vagrant to build your development environment is less steep than on Docker. I'm still learning Docker, have created a few boxes, but it requires additional steps compared to Vagrant.
