Windows terminal text garbage appears when scrolling sometimes Follow

I've looked around for this issue for a while, but haven't seen anything. When I use the built in terminal in Webstorm sometimes when I'm scrolling or just clicking into the terminal random text appears. I'm using windows 7, and Webstorm 11. This happens on every windows machine I've used it with.

This screenshot is me running ipconfig and then scrolling up, clicking out of the window, clicking back in, and scrolling back down.

Just wondering besides replacing the default terminal with like conemu if there's anything that can be done?
