Full 1 core load from the start
I observe one core of my processor fully loaded by one of java processes right after pycharm start on Ubuntu 16.04. Reinstallation is not helping.

Build #PY-145.260, built on March 22, 2016
JRE: 1.8.0_76-release-b32 amd64

I notice that both of my two processors are fully loaded when I open a project, and the editor is frozen (cannot move the insertion point, PyCharm is unresponsive). I have been waiting 15 minutes to see if it would finish whatever it is doing, but no luck.
Same symptom, but with PyCharm 2016.1.1 on Mac OS X 10.8.5. Had to force quit, cannot run PyCharm at all.
Please, check this workaround https://youtrack.jetbrains.com/issue/PY-19075#comment=27-1391260 and tell me if it doesn't solve the problem.
