Unable to connect to SQLEXPRESS instance on local host

SMS connects fine. I have tried playing with setting to no avail.

Do I need to enable TCP under Network Configuration for SQL Server? SMS doesn't need this setting.

I already have TCP endabled under Native Client Protocols (whichs what SMS needs).

I tried with both on and it made no difference.
