TODO and git commit

I have TODO comments in my code and I commit when I complete one or more of them to git.

There is a place in the commit dialog box for check TODO but I am not sure how it works after consulting the docs.

What is the way in the commit dialog box to complete a TODO, put that completed TODO in my commit message and remove it from the code?

That checkbox on the Commit Dialog simply checks to see if your code has any comments matching the TODO filter. It doesn't remove the comment nor integrate into the commit message. It's just a basic sanity check.
