"Ignore External Resource" XML intention is missing

latest  Intellij:

This help page: https://www.jetbrains.com/help/clion/2016.1/referencing-xml-schemas-and-dtds.html

says there should be a "Ignore External Resource" intention available but there is not. The other two mentioned are present.

I do not want to manually enter the dozens of URIs from this XML file I am using as a django template.

I want folding and xml syntax checking but not those <generally> useless URI not recognized error messages.

I could not find a way to disable that particular error either.
