How to force refresh file templates

FileTemplateManager.getDefaultInstance().getTemplates(DEFAULT_TEMPLATES_CATEGORY) don't return newly created templates until restart IDE.

Same problem with removing. How to force update it?

Still an issue in 2023.2.4 (Build #IU-232.10203.10, built on October 24, 2023) 

Template changes are not applied until a restart.
